Federalism is a system of government in which a written constitution divides power between a central government and regional or sub-divisional government. The situation in which the Governors ask the National Government for more financial aid for states best illustrates the constitutional principle of federalism.
In this case the governor is the sub-divisional government and the National Government is the central government.
