I would believe that it'd be a rich hue, friendly to other colours, shows emotion, and overall intensity defines a colour from good or bad.

I think that the universal standard of a good color is something that can catch someone’s attention but still can be dialed back if necessary. It’s a color that expresses a feeling or emotion every time you look at it. It can be a color that stands out in a picture that speaks something to you.
