Because, in most cases, bonds are tend to be paid surely and steadily. Bonds are less likely to not pay your momey back, because it has lesser "pushes" in the market. While stocks, doesn't have a "guaranteed" return, because of the supply and demand of the market. That's why high quality bond typically a lower risk investments than a stock.
