It could be based on the Bill of Rights that allowed
Protestant citizens to arm themselves as approved by law. This was limited by the British
Parliament. This would later influence
the Founding Fathers to include that right in the making of the Constitution.
Also, the limits imposed by the British on gunpowder could be another factor.
