After the 9/11 terrorist attack, the administration of the President George W. Bush needed to rewrite their international policy, which was known as the Bush Doctrine. Democracy was paramount for the Bush Doctrine, which outlined how the U.S government would respond to terrorist attacks.

The ultimate goals of the Bush Doctrine were:

  1. to make the Earth safe enough for freedom (which consists of political democracy, freedom of expression, religious toleration, free trade and free markets) and
  2. to spread this freedom.
