You have to plug in each element in the domain into the function to obtain the range. So,

F(-1) = 4(-1) -1 = -5
F(0) = 4(0) -1 = -1
F(1) = 4(1) -1 = 3
F(2) = 4(2) -1 = 7
F(3) = 4(3) -1 = 11

Therefore the range of the function is {-5, -1, 3, 7, 11}.
