Why hasn't there been an influx of tourists to Pitcairn?

There hasn't been an influx of tourists to Pitcairn because the Pitcairners don't like their island to be flooded with tourists. 

People who are interested to live in the island can't do so unless they are given the "license to land" by the council. The council rarely issues this official entry document.
