Well 7x4=28 right?
So what is 2/7 of 28?
8! So the answ is..

2/7 = x/28
Cross multiply
7x = 2(28)
7x = 56
Divide both sides by 7
x = 8
8 out of 28 were used on the inside so 20 were used on the outside.
