How did the indian government try to improve conditions for lower castes?

They tried to solve it by banning discrimination and hatred for them. They also created numerous job positions and opened universities for people from lower castes so that they could get educated and work and earn too, but they were still considered to be lower castes and people didn't like them, it was like segregation and the separate but equal policy.
