the way  theodore roosevelt view the process of western settlement in the late 19th century was:   D. He wanted to slow it down in the interest of Indians and the environment. 
The settlement in the late 19th century caused many indians to lose their sacred land and it also increases the amount of waste from mining and plantation process. Slowing down the plantation will prevent these things from going overboard
