The answer would be:  
center (-2, -10) 
radius= 2

The formula for circle equation would be:
(x -x1) + (y-y1) = r^2
Where
x1= the x coordinate of the center
y1= the y coordinate of the center
r= radius of circle

From the equation, you can determine that
x-x1 = x +2
-x1= 2
x1=-2

y-y1 = y+10
-y1= 10
y1= -10
The centre would be (-2, -10)

The radius would be:
r^2=4
r=√4= 2
