The US had a small well-trained navy but the army was small - only 28 thousand regulars - they were unprepared for war, understaffed, under-equipped and undertrained. At the beginning of the war the American Soldiers faced an uncommon problem, they arrived in Cuba with heavy woolen coats and pants, Cuba is a hot country that demands summer uniforms, this also made things harder for the US Army.
