You didn't really provide any possible choices here but, it's safe to assume that basic concepts of democracy include the ability to vote for things you want to decide upon such as who will be rulling different policies etc. It doesn't include a monarchy where a king rules, neither does it include a tyrannical rule or something of the sort.
