I believe the answer is: maintain an army of reserve workers.
Conflict theorist believe that in all society, social class will always be formed due to the struggle and competition that people do in order to obtain limited resources. They believe that without welfare that help unemployed survive, the reserve workers would most likely to choose to move to another country.
