Special interests in Texas, often attempt to have policies favoring them included in the Constitution because, the constitution is more difficult to change than the ordinary laws and thus embeds their policy concerns. Many changes go right against the interests of any Government or group of the time, and this is another reason why it is difficult to change the constitution.
