The measurement of 3.08 cm has 3 significant digits in it .

We say this because a measurement is considered significant if it has non zero numbers in it , which 3.08 cm has . And a measurement is considered a significant digit if it has zero between it's non zero digits . Hence we say that 3.08 cm has 3 significant digits .
