Standard Oil was branching out and taking over more companies and suppliers. It saying its growing bigger and bigger and the octopus shows that it is a big company with lots of hands. The octopus' tentacles make a convenient metaphor for a grasping, threatening, strangling force. By controlling all the companies, Standard Oil created a monopoly on oil.
