Explanation:

The inside of the cell contains a water-based substance (cytoplasm) and as such surface of the cell membrane that faces the inside of the cell has to be hydrophilic.

Also, the hydrophobic tails of the phospholipid bilayer that form the cell membrane face each other inside the membrane. The hydrophilic head faces the outside and inside of the cell. See the image below to further help in understanding.
