On 1937 on October 5, President Franklin D. Roosevelt stood up about the war strategies of anonymous "attacker countries." He was alluding to the activities by Japan in its intrusion of China, by Germany and Italy in the Spanish Civil War, and by Italy in Ethiopia. He proposed financial approvals against warlike countries, which in the end progressed toward becoming US remote strategy, particularly toward Japan.
