If the line is parallel to y = (-2/5)x + 3, then the slope will be the same, but not the y intercept. You can just fill in the points given and solve for the y intercept (b in the standard form equation y = mx + b)

-1 = -2/5(2) + b           Plug in the x and y variables
-1 = -4/5 + b               Simplify and add 4/5 to each side
-1/5 = b                        


The final equation would be y = (-2/5)x - 1/5
