A nation with few paved roads, telephones, and airports would normally be placed in the category of a Third World Nation. Historically, the Third World referred to those nations that aligned with neither the US or the USSR during the Cold War (the US and its allies were the First World, the USSR and its were the Second World). However, a majority of those unaligned nations were in Southeast Asia and Africa - underdeveloped regions.
