Halim hires a new employee who best meets the characteristics he is looking for in the ideal employee. He is solving the problem. If Halim or any of his other employees do not possess the skills to solve a problem on their own, it is best to hire someone who does. This new employee must meet all of Halim's requirements to be considered ideal, which they do.
