This could by seen as a ratio:
4:5

Add up the ratio. Then divide the money earned, by the ratio.
4 + 5 = 9
31.50 / 9 = 3.5

Then you times the individual hours by this.
4 x 3.5 = $14
5 x 3.5 = $17.5

So Jan earned $14
And Ted earned $17.50
