This is a very touchy subject. Many people think that secret wiretapping should in no case be allowed, mostly for reasons of private security and privacy. If this were happening, people would in effect have no privacy as every conversation would be recorded.
On the other hand, people argue that it should be legal because it increases security as bad guys can be caught through secret wiretapping for example.
