♥ALL 13 colonies had to amend. (To the articles of confederation)
♥ The central government could not collect debts from the states, which I believe led to another event.
♥ At least 9 states needed to approve congressional legislation.
♥ and lastly,the central government could not raise revenue. Which was bad.

 It did not have the power to tax and The national government could not force the states to obey its laws.
