First of all, have a clear idea of what you want to write. Try to put all your ideas into paper. Try to picture what kind of characters you are going to include in your story. Try to picture the beginning and the ending, and what kinds of stories you want to include in the chapters. Identify the setting, or the place, or the places, if there are many, wherein you would like the story, or the stories to take place.
