Janet walks at a faster rate becauseif he walks 0.7 mile in 0.25 hour and multiply 0.7 * 4 and you get 2.8 mile in 1 hour. Ian will walk 2.7 mile in 1 hour. So in this case Janet walks at a faster rate.
