John Winthrop was elected Governor of the Massachusetts Bay Colony in 1629 and articulated a vision of what the colony could be in his essay describing a "City on a Hill"

Winthrop was trained in law and was influential in setting up the Colony with systems of law and policy to make it operate effectively
